Stella Queen of the Snow by Marie-Louise Gay

It is snowing. Sam has not seen snow before. Stella takes Sam outside and she tries to answer all his questions. Sam is fearful of new things but Stella never loses her patience or enthusiasm. She tries to encourage Sam to taste a snowflake, skate on the frozen lake, join in a snow ball fight with their friends, and whizz down the hill on their toboggan but Sam is too busy with other things. Finally he does agree to join in making snow angels and he discovers this is fun!

Here are some examples of the questions and answers in this book (slightly abridged)

"Is the snow cold?' "Snow is as cold as vanilla ice cream and as soft as baby rabbit fur."

"Can you eat a snowflake?" "Polar bears do. They eat snowflakes for breakfast."

"Why is fog coming out of my mouth?" "When it's this cold, your words freeze. Every word has a different fog shape."

Stella Queen of the Snow is one title from the Stella and Sam series. There are also a series of books about Sam and the stories about Stella and Sam have been made into a television series. The relationship between Stella and Sam reminds me of those other famous siblings - Max and Ruby the creation of Rosemary Wells.
