Here is the award criteria:
- The aesthetic and literary qualities of writing and illustrating.
- The ability to engage children and stretch their curiosity, and creative imagination, while retaining empathetic perspective.
- Diversity in expressions of aesthetic, including how it impacts readers’ cultural experiences, will be taken into account.
- Freshness and innovation will be considered an advantage, particularly if they occur over time
- The complete works of the author and of the illustrator will be taken into consideration.
The 2020 HCA winning is author is Jacqueline Woodson. Here is a part of her profile from USBBY:
Jacqueline
Woodson’s prolific body of writing includes picture books, books for middle
grade readers, and young adult literature, Her contribution to literature is
extensive and profound. Her books and short stories range in subjects from
foster care to interracial relationships, but all share the common features of
lyrical language, powerful characters, and an abiding sense of hope. Her
dialogue is pitch-perfect, the stories are raw and fresh, and the endings
satiate the reader. She is among the few authentic tellers of African American
stories. One of the most decorated
authors in the United States, Woodson has won dozens of state awards, some of
the most prestigious US awards, and the 2018 Astrid Lindgren Memorial Award.

There are two International Children's Book Awards - The Astrid Lindgren Memorial Award (ALMA) and The Hans Christian Andersen Award (HCA).
The Hans Christian Andersen Award was first presented in
1956 to an author for a single book and in 1966 it was expanded to include
illustrators. The purpose of the Award was, and has remained up to now, to
stimulate writing and illustrating for children, to promote work with
children's books, and to foster the translation of outstanding children's

The National Sections are invited to propose candidates for
the Andersen Jury President every two years. ... The National Sections also propose the jurors. These candidates are
ideally experts in children's literature who have a broad understanding of what
constitutes quality writing and illustration, as well as mastery of a number of

criticism may vary, but they are all capable and qualified to judge
